Federal government set up three committees to expedite the implementation of the Highway Development and Management Initiative

In line with President Bola Tinubu’s commitment to road infrastructure revolution, the Federal Government has set up three committees to expedite the implementation of the Highway Development and Management Initiative (HDMI).

Each of the committees is made up of officials of the Federal ministry of works and firms selected to build, operate and manage federal highways nationwide under a Public Private Partnership (PPP) initiative”, He said

The committees are;

(i) Scoping and Design

(ii) Financial Due Diligence

(iii) Agreement Review.

i. The committee on Scoping and Design is to ensure that alternative roads are provided while work is ongoing on the main project. It is also to prevent all firms okayed to handle existing roads from doing patchwork

ii. The  Due Diligence Committee is tasked with the mandate of preventing bureaucratic bottlenecks to ensure that all sites/roads are handed over by the end of March 2024.

iii. The Agreement committee is to ensure that a template on how to review the agreement is followed to the letter with the active involvement of the Legal department of the ministry.

The Federal Government warned that concessionaires handling federal road projects risked being delisted if they failed to comply with the terms of the agreement.

Contractors are reminded that they must provide alternative routes for every road approved for tolling.

The Federal Government set up the committees, and also assured that the interests of concessionaires would not be undermined by the government or any of its agents.
